1947, Rostov-on-Don. In a country bloodless by war, hunger and devastation reign. Bread is literally worth its weight in gold, and the cost of human life is zero. The number of crimes is growing, gangster groups are emerging that control entire cities. It is one of these gangs that terrifies the residents of Rostov. Investigating the crimes committed by this gang, the head of the department for combating banditry, police major Dragoon, begins to suspect that the police are opposed not only by criminals, but also by people fanatically devoted to the ideas of Nazi Germany. Subsequently, it turns out that the main goal of these people is not to steal food and rob civilians, but to free one of the German scientists, who is currently being held in a prisoner of war camp.
